Overview
AI literacy refers to a set of knowledge and skills that enable individuals to understand, evaluate, and effectively interact with AI systems. The concept has gained regulatory significance following the EU AI Act's explicit requirement that organizations promote AI literacy among employees who operate AI systems.
AI literacy is not a single competency — it exists on a spectrum from consumer-level awareness (understanding that AI recommendations can be biased or wrong) to technical expertise (understanding neural network architectures and training processes). Compliance programs must calibrate the required level of AI literacy to each role's responsibilities.
EU AI Act AI Literacy Requirement
Article 4 of the EU AI Act requires providers and deployers of AI systems to take "measures to ensure, to their best extent, a sufficient level of AI literacy" among:
- Their staff
- Other persons dealing with the operation of AI systems on their behalf
This is one of the few EU AI Act obligations that applies to all AI systems — not just high-risk AI.
What AI Literacy Means for Compliance
For operators of high-risk AI systems, AI literacy training must enable them to:
- Understand what the AI system does and how it produces outputs
- Recognize situations where the AI's output may be unreliable
- Know when and how to override or escalate AI-driven recommendations
- Understand their role in human oversight and accountability
For general staff using AI tools (chatbots, content generators, summarizers), AI literacy means understanding:
- That AI outputs may be inaccurate, biased, or fabricated (hallucinations)
- That AI should not replace professional judgment in high-stakes contexts
- Basic data privacy implications of sharing information with AI systems

Foundational (All Staff)
- Understanding that AI learns from data and can inherit biases
- Recognizing AI-generated content and its limitations
- Basic awareness of when to be skeptical of AI outputs
- Organizational AI use policies and acceptable use boundaries
Operational (Roles Working with AI Outputs)
- How the specific AI system used in their workflow makes decisions
- Interpreting AI scores, rankings, and recommendations correctly
- Identifying red flags that suggest the AI may be wrong
- Escalation procedures and human override processes
Governance (Compliance, Legal, Audit)
- Regulatory classification frameworks (what makes an AI system high-risk)
- Bias audit methodologies and their limitations
- Impact assessment processes
- Vendor due diligence for AI procurement
Technical (AI Development and Operations)
- Model training, evaluation, and deployment processes
- Fairness metrics and statistical significance

Building an AI Literacy Program
Organizations implementing AI literacy training for EU AI Act compliance should:
- Assess current literacy levels: Survey staff to understand baseline knowledge
- Map roles to literacy requirements: Not every employee needs the same training
